On 22 December 1928, 30 women's organizations from all over Indonesia, at that time known as the Netherlands East Indies, held a congress at Yogjakarta to establish an organization called Indonesian Women's Congress (KOWANI).In 1938, the Indonesian Women's Congress declared the 22 December as a Mother's Day. And after Indonesia's independence (17 August 1945) this decision was confirmed by the late President Soekarno in his Decree No. 316/1959.
